A lot of car rental customers are tourists from another town or state who need transportation means during their stay or those who like to impress their date with a swanky new ride. But customers are not simply limited to carless individuals and foreigners. There are also local residents who have their own cars and establishments that own several company vehicles. It may look excessive and unnecessary for them to rent when they already own a car, but they have sound reasons to do so.
People usually rent vehicles when their own breaks down. The automobile that they use daily to go to work needs to undergo regular maintenance or else it would need more extensive and expensive repair in the long run. The owner would be left without a ride during those days when their automobile is in the repair shop. For others, going carless even for a couple of days is not a convenient choice if they don't have access to public transportation.
That is the same reason why companies choose to rent cars for several days. They need rental cars during the days when their own are under repair or maintenance. It could also be that they have some guests coming over and they require extra temporary cars to accommodate the visitors.
If there's a family getaway, dad's reliable old sedan that he uses to go to his office daily likely won't accommodate everybody. Maybe they have another sedan to use, but bringing multiple autos is probably even more expensive. Renting a van that can fit everybody including the grandparents, little ones, wife, and siblings will save them petrol money. It can make the trip more orderly, and they can also alternate the driving duty with other members of the family.

To completely analyse the performance of the cars that they are considering to get, it would help to keep and use the vehicles for a few days.
